Large custom development initiatives account for about 80% of Vanguard's development budget, and they are completed in-house, giving IT workers an opportunity to engage in hands-on development work. The IT department also offers formal job-rotation, mentoring and training programs, and IT employees work with their managers to develop personalized development and training plans. Those plans include specialized learning maps for every IT position and take advantage of more than 1,500 IT-specific classroom and computer-based courses. The internal "IT Hub" collaborative website offers networking opportunities for "communities of practice," with discussion boards -- developed and maintained entirely by volunteers -- wikis for sharing expertise and best practices, a multimedia center and an "IT campus" that houses a collection of reference materials for different areas of IT, such as security and innovation. Nurturing leaders A talent management program aims to identify employees with leadership potential early on. As part of this initiative, Vanguard's Talent Oversight Team, a group made up of senior leaders from across the organization, identifies and tracks high-potential junior leaders in lower-level positions, from front-line help desk personnel through midlevel managers. The Talent Oversight Team then monitors the progress of the candidates it has identified and provides them with additional opportunities and assignments to enhance their career development. Vanguard operates a companywide training program called Vanguard University that plans to spend $30 million on training in 2011.
